Third Year Review of the 21st Century COE Program – Structural Reorganization towards Further |
Development |
Our 21st Century COE Program NFU Project entered its third year in the academic year of 2005. In order to |
establish a theoretical foundation for Welfare Society Development Study, and to amalgamate and |
integrate individual welfare-related studies, we have selected a number of important research projects |
and topics based on research results from the last two years. Following this, we have reorganized our |
research projects, carried out in five different fields up to 2004, into the following five new research |
domains (the names in parentheses following each research domain indicate the research coordinators): |
Domain A “Promotion of Research Integration” (Takayuki Hirano); Domain B “Research on Welfare Policy |
Evaluation in Advanced Countries” (Katsunori Kondo); Domain C “Comparative Studies between Korea |
and Japan” (Ryu Niki); Domain D “Research on Welfare Society Development in China and Mongolia” |
(Sadayuki Noguchi); and Domain E “Research on Welfare Society Development in Southeast and South |
Asia (Mitsuhiko Hosaka). |

This research domain is the keystone of our entire COE Program. This |
domain is intended to: operate “Research into the Establishment of Welfare |
Society Development Study” across various fields; integrate “Studies |
concerning the Renaissance of and Welfare Society Development in |
Peripheral Mountain Regions in Japan,” which have been operated |
separately in different regions; and to amalgamate “Human Resource |
Cultivation Studies” including methods, processes, and the dissemination |
of results. We are aiming to further Welfare Society Development Study |
Theory through these activities. |

This is the expansion of previous Field 1 research, “Research on Elderly |
Care Policy Science Formation.” In addition to “Research on Elderly Care |
Policy Evaluation” and “Research on Inequalities in Health Care,” we are |
including “Research on Social Exclusion,” which focuses on the common |
challenges facing both advanced and developing countries. |

This domain is intended to reorganize and integrate individual comparative |
studies between Korea and Japan across different fields of study. Further, |
we are aiming to reinforce the entire comparative research program through |
such integration. We will bring in “Comparative Research on Medical and |
Elderly Care” in addition to the existing programs: “Research on Welfare |
Society Development, and the Formation and Reorganization of Welfare |
Society in Korea and Japan,” and “Research on Nursing, Infant Education, |
and Childcare Support.” |

This domain consists of two main studies: “Research on Welfare Society |
Development in China,” and “Research on Welfare Society Development in |
Mongolia.” As for the “Research on Welfare Society Development in China” |
project, considering the research priorities of our university, this project will |
focus on regional and residential welfare, placing an emphasis on the |
development of a human resource cultivation program and research on |
population flows. We have classified “Research on Welfare Society |
Development in Mongolia” as an independent research project as it is an |
unprecedented study both inside and outside Japan, based on |
collaboration with the National University of Mongolia. |

A new topic, “Comparative Survey on Trends in Japan’s Welfare |
Development Activities in Southeast Asia and South Asia” has been |
introduced in addition to “Research on Social Development Theory” and |
“Research on Survival Strategy Formation and Policy Responses by |
Residents in Need.” As for “Research on Social Development Theory,” the |
publication of Comparative Studies of International Society Development |
Cases (Theoretical Approach and Case Analyses) as six books in English |
is underway under the direction of Professor Toshihiro Yogo and other |
members. |

Over the next three years, we plan to operate collaborative research with the support of researchers in and |
outside our university. At the end of this project, we hope to compile all our research results into Japan’s |
first text book on Welfare Society Development Study, which will systematically cover basic concepts, policy |
research, and methods of putting concepts into practice. |
