The 21st Century Center of Excellence Program - Message from President
President of Nihon Fukushi University Kazuaki Miyata

Nihon Fukushi University (NFU) celebrated its 50th Anniversary in 2003. Centered on the Faculty of Social Welfare, the first faculty to be established in our university 50 years ago, we have been continuing our effort in the research of social welfare, and educating and cultivating human resources who can make a valuable contribution in this area. NFU has now developed into a university that delivers multifaceted and comprehensive research and education concerning human welfare, now comprising three other faculties: the Faculty of Economics, the Faculty of Social and Information Sciences, and the Faculty of Healthcare Management.

In 2003, we were honored to have our research projects adopted as part of the “21st Century Center of Excellence (COE) Program” promoted by the Ministry of Education, Culture, Sports, and Technology (MECST). The 21st Century COE Program is a national project that aims at building centers of world-class research and education. NFU was the only university selected to contribute to this program among a number of welfare-specializing universities in Japan, and now takes the leading role in Japanese welfare research.

NFU is planning to conduct a range of research under the theme of “Asian COE towards a New Policy Science for Social Well-Being and Development.”
The development of the welfare society is one of the historical and social challenges inherited by the 21st century from the 20th century. To promote this development, it is necessary to establish policy science as a theoretical foundation and, therefore, academic research in this field is now more important than ever.

NFU is determined to find an approach to this research through the fusion of Social Welfare Studies and International Social Development studies grounded on the expertise we have gained from research conducted by the Graduate School of Social Welfare and Graduate School of International Social Development. Also, we have chosen Asian countries as the area of our fieldwork for this extensive research as we share a common historical and cultural background. NFU is aiming at becoming the regional center for welfare society development research and human resource development.

For the firm establishment of our Project research, we have set up the 21st Century COE Project Head Office led by the President of NFU. Also, we have opened a COE Operations Office at our Nagoya Campus, where the majority of our research is conducted, to provide full support for the Project Leader, Dr. Ryu Niki, and the 21st Century COE Project Committee.
During the two years since research started in 2003, we have already carried out a variety of international research activities, mainly in Asia, including international symposiums, study groups open to the public, and workshops.

We have also poured efforts into human resource development, including practical training and accepting international graduate students through collaborations between various Asian universities, such as Nanjing University in China and Yonsei University in Korea. We hope our COE Project will gain the interest and understanding of people in and out of Japan regarding welfare society development, and we appreciate your active contribution and support.
