  Domain B Research on Welfare Policy Evaluation in Advanced Countries

  Domain B, Research on Welfare Policy Evaluation in Advanced Countries, aims at clarifying the factors and concepts involved in the Welfare Society Development Study of advanced countries through comparative studies between the UK, where advanced research concerning Policy Evaluation, Inequalities in Health Care, and Social Exclusion is carried out, and Japan.
In Research on Social Exclusion, the focus is on clarifying the scope and depth of social exclusion observed in the UK studies, what were the political countermeasures for such exclusion, how effective they were, and remaining problems and future challenges. Research on Elderly Care Policy Evaluation attempts to clarify the achievements and methods of bottom-up policy evaluation by local communities, rather than those from top-down, through comparative studies between UK and Japan. Research on Inequalities in Health Care will study to what degree the social exclusion observed in the UK studies can also be observed in Japan.
The research results in the third year and the directives in the fourth year are as follows.

Research on Social Exclusion (Kido Group)

We are currently studying social exclusion, which has recently become a focus of attention as a common problem in both advanced and developing countries, from both theoretical and demonstrative viewpoints. Having studied the accumulated earlier research in the UK, we are conducting similar fieldwork in Japan. We conducted field research in the UK in 2005, and we intend to publish our research results in the future.

Research on Elderly Care Policy Evaluation (Hirano Group)

Based in the ResearchPromotionCenter for Community Care, which is supported by the Academic Frontier project of MEXT, we are conducting research on policy evaluation concerning nursing care insurance, welfare for disabled people, community welfare planning, quality evaluation of care homes, and terminal care management. As the result of this research, we have released several publications including Hirano, T. (Ed). 2005: “Kyosei Care no Itonami to Shien – Toyama-gata ‘Kono Yubi Tomare’ Chosa kara (Operation and Support of Shared Care – Research Report from the ‘Who Wants to Join In?’ Survey conducted in ToyamaPrefecture)”; CommunityLifeSupportCenter. As well as continuing our survey of medical and welfare policy evaluation trends, we also conducted collaborative research with StockholmUniversity in Sweden and held a Sweden-Japan International Symposium in November 2005.
Finally, our nursing care insurance benefit analysis software, which has been used by insurance affiliates nationwide, has been updated to reflect changes made in the insurance system to enable continued use of the software.

Research on Inequalities in Health Care (Kondo Group)

The result of our theoretical research has been published as Kondo, K. 2005: “Kenko Kakusa Shakai – Nani ga Kokoro to Kenko wo Mushibamunoka (Society with Inequalities in Health Care – What Causes Deterioration in Mind and Health);” Igaku-Shoin, which received the 12th Society for the Study of Social Policy award (a promotional award). We also continue to conduct the Aichi Gerontological Evaluation Study (AGES), demonstrative research covering data from more than 40,000 participants, and a part of the results has been serialized in the Koshu Eisei (Public Health) magazine as the column called “Nihon no Koureisha – Kaigo Yobo ni Muketa Shakaiekigaku teki Daikibo Chosa (The Aged in Japan – Large Scale Social-Epidemiological Survey for Atrophy Prevention),” which is to be published as a book in FY2006. As we could receive the Grant-in-Aid for Scientific Research for 2006 to 2009, we will start cohort studies in this subject area.
